No, no. Section 3 of "GTA 3" is disclosed only a reference to generation. GTA 3 is the game of the 3rd Generation of GTA Vice City and GTA San Andreas. GTA IV is a new generation and a different story that has nothing to do with the previous games.
The story in Grand Theft Auto games are all different. You do not need to play GTA 3 to be understood in relation to any of the other GTA games.
